Regression:Focus is lost after closing sign out overlay in chrome://md-settings.

Issue descriptionChrome Version: 54.0.2803.0 (Official Build) 74ed884d4d42cb7152dc75fae33351e8e34220cd-refs/heads/master@{#406716} 32/64 Bit. OS: Windows(7,8,8.1,10), Linux(14.04 LTS), Mac OS X(10.10.5, 10.11.4) What steps will reproduce the problem? (1)Launch chrome and login into browser with valid credentails (2)Naviagte to chrome://md-settings/ ,press tab key till focus reaches 'sign out' button (3)Hit enter such that overlay appears and press 'esc' key to close overlay. (4)Now hit 'enter' key again,observe. Actual: Focus is lost after closing sign out overlay. Expected: Focus should stay on sign out button after closing sign out overlay. This is a regression issue broken in 'M53' and will soon update other info

This issue is still seen on chrome latest M55-55.0.2880.0 by following steps mentioned in the original comment. dschuyler@ - Could you please take a look in to this issue if it's related to your change? If not please feel free to reassign to the concerned dev person for further triaging. Removing M54 milestone label and adding M55
