Regression : In md-history, 'Chrome history' string does not translate to 'Hindi' language.

Issue description

Chrome version : 54.0.2803.0 (Official Build) 74ed884d4d42cb7152dc75fae33351e8e34220cd-refs/heads/master@{#406716} 32/64 bit
OS : Windows (7,8,8.1,10)

Precondition: Change the browser language to Hindi from chrome://settings.

What steps will reproduce the problem?
1. Launch chrome and go to chrome://history.
2. Click on History side bar and observe the 'Chrome history' string.

Actual : 'Chrome history' string does not translate to 'Hindi' language.
Expected : 'Chrome history' string should get translated to 'Hindi' language.

This is a regression issue broken in 'M-54', below is the Manual regression and Narrow Bisect info:
Good Build : 54.0.2802.0
Bad Build : 54.0.2803.0

Suspecting : r406500 from Narrow Bisect.

Note : Above issue is not reproducible on Linux(14.04 LTS) and Mac(10.10.5, 10.11.4) OS.

This is a new string, and so needs to be translated. This process takes a few weeks to complete, but it should change seamlessly once the translation is available.
