Non-Regression: Content and buttons are seen missing in ChromeVox toolbar after closing ChromeVox Update bubble

Issue description

Version: 54.0.2800.2/8614.0.0 (Official Build) dev-channel parrot,paine
OS: Chrome os

What steps will reproduce the problem?
(1) Sign in to user >> Enable ChromeVox spoken feedback[Observe chromevox toolbar >> Click on Chromevox Update bubble from notification bubble  >> Close it >> Now observe for content on toolbar and observe for settings and close buttons on ChromeVox toolbar

Expected: Content and buttons should be visible even after opening and closing that screen.
Actual: Instead content and buttons are seen missing.

Raising this as Non-regression issue as no Chromevox update bubble is seen in 52.0.2743.75/8350.56.0 beta channel daisy.

@dtseng: Please confirm the issue.

Able to reproduce the reproduce the issue on Chrome (Daisy) Version: 54.0.2800.2/8609.0.0 (Official Build) dev-channel.
