Again - Chrome Canary does not show properly zoomed weppages

Issue description

What steps will reproduce the problem?
(1) Nothing special - All webpages and settings tab affected

What is the expected result?
Setting the page zoom to 100% should result to expected zoom.
E.g. expected size and number of favorite icons on the menu bar, often used web pages' look&feel as usual

What happens instead?
Chrome Canary shows all elements like they were set to display with ~130% zoom


Please provide any additional information below. Attach a screenshot if possible.
This is the second time I report the same.
When I open any web-page with old Chrome (Version 51.0.2704.106 m (64-bit)) to my version the differences are obvious.

Version: 54.0.2802.2

Thanks for taking the time to file a bug! It sounds like this may not be an issue with Settings, so changing labels.

But I am not clear if you confirm the reported issue as an issue?

Just to make the issue more clear:
- Actually I am running a Windows 10 Pro laptop
- The system zoom settings is set to 125%.
- I open both the Chrome browsers 51 and 54 at the same time and open the same web pages
- On both Chrome versions the zoom in the settings is set to 100%
- With the old 51.xx Chrome the look&feel is as expected
- With the new 54.xx Chrome the look&feel is NOT as expected
- With the new 54.xx Chrome all displayed objects are too large
- The problem with the too large objects was not continuously wrong
- I had faced the issue again some time back. The issue was solved by self-recovery - I had assumed there was a SW-update in background fixing the issue
- The issue I face since I reported the same.

Please find attached a snapshot with the old Chrome 52.xx in the background and the new Chrome 54.xx in the foreground
