Issue descriptionChrome Version: 54.0.2803.0 (Official Build) 74ed884d4d42cb7152dc75fae33351e8e34220cd-refs/heads/master@{#406716} 32/64-bit. OS: Windows-7 What steps will reproduce the problem? 1. Launch chrome, go to 'Sign in to Chrome' page and click on 'Create an account' link. 2. Scroll down the page to its bottom and Select 'Hindi' (हिन्दी) from language drop down list. 3. Now, again scroll down the page to its bottom and observe the language drop down list. Bottom of 'हिन्दी' text is seems to be chopped and looks weird. 'हिन्दी' text should seen properly in language drop down list. This is a regression issue, broken in M-53 series, below is bisect info. I'm on Linux, so I cannot investigate further, but I have access to a Windows 7 machine, and it was at least easy to create a test case (reproducible in Windows 7, not Windows 10, not Linux).

This doesn't seem to actually be directly related to Chrome signin code, so removing that component. Feel free to re-add if I'm mistaken.

this regression was introduced while fixing another issue with the language drop down list on account accounts.google.com - http://crbug.com/484632 . This issue can not be fixed without breaking another one. Since these 2 bugs are closely related and the original one http://crbug.com/484632 is P2, I'm lowering this one to P2 as well. The long-term fix is to follow the Firefox approach and reserve enough vertical space for <select> element so <option>'s text won't be clipped. EDGE clips text as well for this case. Before introducing the proposed change I want to reach out the IE/Edge team and and see if we can get an agreement here.
