Developer Tools always opens to one of my extensions instead of "top"

Lately every time I press Ctrl+Shift+J or Ctrl+Shift+I, the console's context is in the Password Alert extension (indented underneath "top") instead of the page itself ("top"). I have to manually select "top" in the list to do whatever I wanted to do.

Specifically, the context is: chrome-extension://noondiphcddnnabmjcihcjfbhfklnnep

Nothing weird in the extension's background page console, just "Managed policy found.  Enterprise mode."

Summary: Developer Tools always opens to one of my extensions instead of "top" (was: Developer Tools opens to Password Alert extension instead of "top")
Even if I manually select "top", the issue persists after closing and re-opening Dev Tools on the same page (as well as other pages, of course) -- the context keeps reverting  back to an extension.

I tested in another profile and it does the same thing for a different extension. The extension used seems arbitrary (but constant, for a given profile, until you remove that extension).
