Unable to scroll with overflow-y when page is animated

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.103 Safari/537.36

Example URL:

Steps to reproduce the problem:
1. Open test.html
2. Attempt to scroll with your mouse in the gray area

What is the expected behavior?
You should be able to scroll up and down and see the full list of items numbered from 1 to 15.

What went wrong?
Scrolling does not happen.

Does it occur on multiple sites: N/A

Is it a problem with a plugin? N/A 

Did this work before? N/A 

Does this work in other browsers? N/A 

Chrome version: 51.0.2704.103  Channel: stable
OS Version: OS X 10.12.0
Flash Version: Shockwave Flash 22.0 r0

The test seems a bit convoluted. Absent the background-color on the ul to make the target scroll area more obvious, it seems almost all of the styles and elements are required to duplicate the bug.

If the animation is removed, it works. If the padding is removed, it works. If the padding is changed to a smaller number, it either works or works intermittently (as if the target scrolling area is hit or miss).

This works properly when I tested on Safari 10 and Firefox 47.

Unable to reproduce this on the latest canary(54.0.2803.0) and the latest stable(52.0.2704.82) and the previous stable version: 51.0.2704.106 on Mac OS 10.11.5. Able to scroll using mouse wheel as well as touchpad.

derek.a.kent@: Could you please recheck the test file. If reproducible this looks to be specific to OS X 10.12.0.
I just did a quick test and I see the issue on 51.0.2704.103 (64-bit), but not on 52.0.2743.82 (64-bit), so it looks like it was fixed in the latest Chrome update.
