Provide Access to CTRL+Alt+F2 Terminal Mode if possible

Issue description

Mode: force_next
Version: 54.0.2800.2
Reproduction Steps: 
1. CTRL+Alt+F2
2. CTRL+Alt+Z
Expected: Some sort of speech to provide access to the text-based terminal. Again, for most users this may not be an issue, however this is a feature of a Chromebook, and therefore ought to be accessible to those of us that love to play.
Actual: This feature does not speak.

+1 TErminal should be accessible, as this will open the doors to chromeOS being a true ENg/productivity tool over non-chromeOS platforms.

If you are doing this, then presumably, you're familiar enough with linux to get yourself bootstrapped (e.g. brltty, speak up, etc). Chrome OS is based on GenToo, so dig in there if you'd like access.
