alert grouping and ordering for polymer 1.0 UI

group alerts in same sections and order as SoM polymer 0.5

I think it'd be fine to reconsider the sections and grouping, but it's important that there be grouping and that the most important alerts are at the top and least important at the bottom. I know Aaron had some ideas here.

Or just going with the existing grouping would be the easiest thing to do. :)
