Editing synced wallet credit cards broken

Issue description

Version: Canary 54.0.2800.0
OS: OSX

What steps will reproduce the problem?
(1) Go to settings for autofill
(2) Try to edit a synced credit card or address
(3)

What is the expected output?
wallet webpage that actually contains my synced data opens.

What do you see instead?
Chrome navigates to https://wallet-web.sandbox.google.com/manage/w/0/#paymentMethods:
No sign of my actual credit cards. (Possibly because it's the sandbox??)

Hi Rachel, would you like to check if you have the wallet sandbox flag enabled in chrome://version (--wallet-service-use-sandbox=1). Without this flag, it navigates to the right page. Let me know.
