Sideways scrolling in gmail hangouts moles scrolls the whole viewport in a weird flickery way

Issue description

Version: 52.0.2743.82 (Official Build) (64-bit)
OS: Linux

What steps will reproduce the problem?
(1) Open gmail
(2) Open a hangouts conversation
(3) Put mouse cursor over the conversation window
(4) Side swipe with trackpad to scroll to the right

What is the expected output?

Nothing happens, this thing only scrolls vertically.

What do you see instead?

The whole gmail window tries to scroll and flashes back and forth.

You mean "swipe with trackpad to scroll to the *left*"?

It looks like we're activating gesture navigation which I don't think we should be on Linux.

Majid, you're working on some gesture nav stuff right? Would you mind taking a look?

A more reliable repro for me (doesn't always work so not sure which of these steps are superstition):

1) Open a new tab
2) Go to any web page (I used reddit.com)
3) Then go to https://bugs.chromium.org/p/chromium/issues/detail?id=638671&q=owner%3Ame&colspec=ID%20Pri%20M%20Stars%20ReleaseBlock%20Component%20Status%20Owner%20Summary%20OS%20Modified
4) Use touch pad to horizontally swipe/scroll as in navigating backwards

Fix overscroll getting kicked in on non-precise wheel scrolls

Seems a conditional was completely wrong. Write a unit test to ensure
the correct behaviour is maintained.
