system_health.memory_mobile failing on Android Nexus6 Perf

On this device it appears to be due to universal timeouts.

Status: WontFix (was: Assigned)
This happened only once and there were various kinds of failures
including timeout exceptions, OOMs, host forwarder errors, device not
found, etc. Since then, only the reference build was failing (tracked in
issue 630004). Therefore, I'm going to mark this as WontFix. Please
re-open if it happens again.
