Details of the request is here

What went wrong?
The way the Dev tools are working now is a bad UX, and wastes Developer's time.

Did this work before? Yes In an older version of chrome

Chrome version: 51.0.2704.103 Channel: n/a
OS Version: 10.0
Flash Version: Shockwave Flash 22.0 r0

If you are not willing to put the toggle console button back on the top level, could you atleast have a setting where a user can choose where he wants the button to be? Please??
