Repro steps:
1) Navigate to chrome://md-settings/siteSettings
2) Click on "Camera".
3) Add a site exception (see example camera_exception.png)
4) Click on 'foo' to enter the "site details" page. You should be navigated to chrome://md-settings/siteSettings/camera/details (see foo_exceptions.png)
Notice how the URL does not reflect which site's exceptions is the user currently observing.
5) Copy chrome://md-settings/siteSettings/camera/details into a new tab and navigate. A blank page is shown (see blank_details.png).
Also note that I can navigate to the same "details" view for a website from a different parent view for example from the "Location" exception, which results in a different URL being shown chrome://md-settings/siteSettings/location/details, even though the contents are exactly the same as step 4.
I think that the URL for the side details page should not depend on how the user got there and should also reflect which URL is being viewed, for example
chrome://md-settings/siteSettings/details#site=foo
