Chrome use wrong max height when osx hide menu bar is turned on

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_5) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.103 Safari/537.36

Steps to reproduce the problem:
Sometimes, when osx hide menu bar is turned on, I got the wrong size when to try to maximize window and can't increase the height of window.

I don't know how to reproduce it.

Probably it's something like this https://github.com/eczarny/spectacle/issues/414.

What is the expected behavior?

Chrome version: 51.0.2704.103  Channel: stable
OS Version: OS X 10.11.5
Flash Version: Shockwave Flash 22.0 r0

Hm. I tried a couple dozen times and I can't reproduce this.

Just to check, I'm doing this:
1) Check "Automatically hide and show the menu bar"
2) Double-click the chrome titlebar (vertically maximizing it)
3) Double-click it again (undoing the vertical maximize)
4) Repeat

Are those the same steps that cause this bug for you?

(I did discover  Issue 634987  while testing this, though, so that's good)
