Conflicting status updates from commit-bot when landing a CL

I recently was landing a CL, https://codereview.chromium.org/2155393002/, which produced the following conflicting status updates:

commit-bot: I haz the power

Failed to apply the patch.

CQ bit was unchecked.

It appears that the CL did land as r406632, but the comment #18 seems wrong.  In addition, there has been no bugdroid comment on the bug.

Thanks for thew bug! Sadly, this KI, due to CQ process being restarted while it's waiting for the "git push" to finish (can be seen in CQ status ~19:00 UTC [1]).

It isn't easy to fix, but we will not see this with a move to Gerrit.
