Investigate autoformatting for python via `git cl format`

git cl format has a --python flag that, according to its help text, is experimental and implemented with https://github.com/google/yapf. Investigate (1) why it's experimental and (2) what it'd take to get to a point where we could make it mandatory in chromium directories.
