On opening bookmarked Settings source page in Incognito window it navigates to chrome://settings.

OS: Windows (7,8,10), Mac (10.10.5, 10.11.5), Linux (14.04 LTS)

What steps will reproduce the problem?
1) Launch chrome, go to chrome://settings, right click anywhere and select 'View page source' (Settings source page opens).
2) Bookmark the Source page and open a New Incognito window.
3) In Incognito window, click on the bookmarked Source page and observe.

On opening Source page, it navigates to chrome://settings in Main window.

On opening Settings source page it should navigate to Settings source page in Main window.

This is a Non-Regression issue seen from M-30 series.
