Regression: Focus is lost on pressing tab key at 'Google notifications' overlay.

Chrome Version: 52.0.2743.82 (Official Build) beta 49721773c8dd62828e471ca69e2c89767f98c690-refs/branch-heads/2743@{#670} 64 bit
OS: Windows (7,8,8.1,10), Mac(10.10.5, 10.11.4), Linux(14.04 LTS). 

Steps:
1. Launch Chrome, sign in to gmail with valid credential and open NTP.
2. Click on 'Google notifications' icon, press tab key and observe focus navigation.

Actual: Focus navigation is lost on pressing tab key at 'Google notifications' overlay.

Expected: Focus navigation should be seen properly on pressing tab key at 'Google notifications' overlay.

This is a regression issue broken in M-50, below is bisect info.

Good build: 50.0.2657.0
Bad build: 50.0.2658.0

Status: WontFix (was: Assigned)
The current behavior looks correct according to the HTML standard.  Pressing TAB key moves focus to the circled account picture.
