OS: Windows (7,8,8.1,10), Mac(10.10.5, 10.11.4), Linux(14.04 LTS).

Pre-condition: Sign in to browser with account having passphrase.

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://md-settings/syncSetup
2. Enter the passphrase and hit ‘Enter’ from keyboard,observe.

Actual: ‘Passphrase’ does not get submit on hitting ‘Enter’ key immediately. 
Expected: ‘Passphrase’ should get submitted after hitting ‘Enter’ key.

This is non-regression issue,seen from ‘M 48’ (48.0.2546.0)
