Non-Regression: ChromeVox toolbar becomes white and blank while creating supervised user

Pre-condition: Make sure Chromevox is not pre-enabled 

What steps will reproduce the problem?
(1) Sign into user >> Sign out >> Create supervised user from 3 dot menu >> Sign in to existing user >> Now on create supervised user page click on uber tray and select "ChromeVox" from Accesibility section and observe for chromevox toolbar.

Expected: Content on chromevox toolbar should be visible.
Actual: Instead chromevox toolbar is seen blank and white in color.

NOTE:
1. Issue is seen only when ChromeVox is enabled when Create supervised user screen is present.
2. It is working fine if we enable chromeVox before entering to create supervised user screen

This is a Non-regression issue as same behavior is seen in 49.0.2623.54/7834.38.0 beta channel daisy.

Able to reproduce the issue on Chrome (Daisy) Version: 54.0.2800.2/8609.0.0 (Official Build) dev-channel.
