Dragged file chip sometimes misses the file name inside it

Issue description

Chrome Version: TOT
Chrome OS Platform: Linux

Please specify Cr-* of the system to which this bug/feature applies (add

This is an issue split from

Steps To Reproduce:
(1) Drag a file (not an image file) in File Manager.
(2) See the chip being dragged.

Expected Result:
The cursor should drag a chip with the file name in it.

Actual Result:
A chip without file name (white box).
The box is sized to the length of the file name.

How frequently does this problem reproduce? (Always, sometimes, hard to
reproduce?)
Hard to reproduce.
We could reproduced it few times, but looks as if it's a probabilistic (~1%).

What is the impact to the user, and is there a workaround? If so, what is
it?
This is an issue of UI appearance.
This will not affect the actual file operation (move / copy).

Please provide any additional information below. Attach a screen shot or
log if possible.

I could not reproduce the issue with recent builds.
We will reopen the issue when we see it again.
