Make the test clipboard on different threads share the same backing store

ui::TestClipboard is tricky to use from browser tests because Windows accesses its clipboard from the IO thread.

This came up in code review here: https://codereview.chromium.org/2146323002/diff/40001/content/public/test/browser_test_utils.cc#newcode1494
