Pre-condition: 1. Install ‘Sessionbox’ extension using test url 1.
               2. Navigate to chrome://extensions and click on checkbox of ‘Allow in Incognito’.

What steps will reproduce the problem?
1. Launch chrome and resize the browser window to the smallest,click on ‘Fullscreen’ icon from L.H.S top button.
2. Click on wrench icon,select ‘New incognito window’ and observe browser action container.

Actual: Unnecessary space is seen between extension icon and wrench icon.
Expected: Space should not be seen.  

This is regression issue, broken in ‘M 46’ and below is narrow bisect:
