Regression: "Please read" info bar is overlapped by the Settings menu in chrome://md-settings

Issue descriptionChrome Version: 54.0.2802.0 (Official Build) fc6aaca4ed6ff4f050e6f5c7fb19af85da8db574-refs/heads/master@{#406441} (32/64 bit) OS: Windows(7,8,8.1,10), Linux (Ubuntu 14.04 LTS) Steps: 1. Launch chrome and navigate to chrome://md-settings (Do not close the "Please read" info bar). 2. Resize the browser window from RHS to extreme LHS. 3. Now resize again from bottom to top. 4. Observe the info bar. (Please review the attached screen cast for reference) Actual : "Please read" info bar is overlapped by the Settings menu. Expected: "Please read" info bar should not be overlapped by Settings menu. This is a regression issue seen from 'M-53' and will soon update other info.
