Add a test in push_to_prod to verify server-side packaging works

Related to  bug 629702 .

The test should fail if it's not running inside a container.

[autotest] Add a test to push_to_prod to verify ssp support.

The test is also added to dummy_server suite which runs by moblab in CQ.
Also remove platform_InstallTestImage from the test push suite. It's not used
anyway.

TEST=local test_that run. run in test push server.
