Regression : Focus is not seen on Mouse Hovering at second option of "More actions" icon in chrome://downloads

Version: 54.0.2802.0
OS:Ubuntu 14.04

What steps will reproduce the problem?
(1)Launch chrome -> Go to chrome://downloads page
(2)Now Resize the Window such that 'More Actions' icon is Visible
(3)Now hover the Mouse on Second Option and observe for focus

Expected:  Focus should be seen on  Mouse Hovering at second option of "More actions" icon
Actual: Instead  Focus is not seen on Mouse Hovering 

This is Regression Issue broken in M-54

1.Attaching "Expected_Focus "Video for  more reference
2.Adding Stable Blocker as this is a Recent Regression on M54.
Please feel free to remove if not required
3. Issue is also seen on Windows OS
