Regression : Scroll bars are not seen in 'Edit Bookmark' overlay.

Version: 54.0.2802.0 fc6aaca4ed6ff4f050e6f5c7fb19af85da8db574-refs/heads/master@{#406441} (32/64-bit)
OS: Windows (7,8,8.1,10)

What steps will reproduce the problem?
1) Launch chrome,open NTP and click on bookmark icon in omnibox.
2) Now click on 'Edit' button to open 'Edit Bookmark' overlay
3) Now click on 'New folder' button to add folder and add multiple folders,observe.

Actual : Scroll bars are not seen in 'Edit Bookmark' overlay
Expected : Scroll bars should be seen in 'Edit Bookmark' overlay

This is a regression issue broken in 'M-54' and will soon update other info

This is a regression issue broken in 'M-54' and below is the manual regression and Narrow bisect info:
Good build : 54.0.2790.0
