Unnecessary space is seen above scroll bar in devtools.

Issue descriptionVersion: 54.0.2800.0 9274014049dc1cbfc0f8aaadcd86c321cb2fae72-refs/heads/master@{#406166} (32/64-bit) OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.10.5, 10.11.4) What steps will reproduce the problem? 1) Launch chrome, open NTP and go to devtools 2) Now press 'Esc' key from keyboard to open console and click on more options button on top LHS of console and select 'Remote devices' 3) Now resize the console window so that scroll bar is seen and observe the top portion of scroll bar. Actual : Unnecessary space is seen above scroll bar Expected : Unnecessary space should not be seen above scroll bar This is a non-regression issue, seen from M-54 series as 'Remote Devices' option appears from build # 54.0.2795.0 in console menu. Kindly review the attached video and screenshot for reference.
