Sheriffbot-Auto-triage Rule: Open bugs with CL landed which are not modified for 6 months.

Issue/Concern or feedback:
If an issue is still blocked on another issue, it should not be a candidate for this label. The issue is valid until the issue blocking it is resolved.

Fixed this yesterday. Working on cleaning up the old issues which got updated.
