Steps to reproduce the problem:
1. I have the extension "HTTPS Everywhere" version 2016.6.9 installed.
2. In the Web Store (https://chrome.google.com/webstore/detail/https-everywhere/gcbommkclmclpchllfjekcdonpmejbdp?utm_source=chrome-app-launcher-info-dialog) version 2016.7.18 is available.
3. On chrome://extensions/ I check "Developer mode" and hit "Update extensions now".

What is the expected behavior?
