cast_shell crashes when pressing a key

Since switching from Ozone egltest to x11, cast_shell crashes on keypress.

Specifically, in WindowTargeter::FindTargetForKeyEvent, client::GetFocusClient returns nullptr, and then this line crashes:

  Window* focused_window = focus_client->GetFocusedWindow();

As far as I can tell, the old egltest platform didn't even generate these key events?
