Unnecessary ‘Custom’ option get set on Page Zoom drop down list after back/forward navigation.

Chrome Version:53.0.2785.21 (Official Build) Revision 3ec5ccd4e93a73da783addab676596886de56d27-refs/branch-heads/2785@{#212} (32/64-bit) 
OS: Windows(7,8,10), Mac (10.10.5)(10.11.4), Linux(Ubuntu 14.04 LTS).

What steps will reproduce the problem?
1. Launch chrome,Open Ntp and navigate to chrome://md-settings/
2. Set the Page Zoom to 110 % and click on ‘Back’ navigation button then ‘Forward’
3. Observe the text on ‘Page Zoom’ drop down.

Actual: Unnecessary ‘Custom’ option get set on Page Zoom drop down list instead of 110% , after step 2.
Expected:  110% should be seen in the dropdown list of the Page Zoom.

This is non-regression issue, seen from ‘M49’ (49.0.2574.0)

Able to reproduce the issue on Windows, Mac and Linux. Changing the status to Untriaged so that the issue would get addressed.
