tools/licenses.py reports WebKit is GPL-licensed

Issue description

UserAgent: Mozilla/5.0 (X11; Ubuntu; Linux x86_64; rv:47.0) Gecko/20100101 Firefox/47.0

Steps to reproduce the problem:
1. Checkout Chromium source code.

What is the expected behavior?
third_party/WebKit/LICENSE_FOR_ABOUT_CREDITS indicates WebKit is LGPL-licensed.

What went wrong?
tools/licenses.py says WebKit is GPL-licensed(https://chromium.googlesource.com/chromium/src/+/8949ae4c5c05fe1796550990ed1aa555dface90e/tools/licenses.py#198)
