Regression : Focus is not fully seen on 'More Actions' options on resizing DevTools

Version:54.0.2800.0
OS: Ubuntu 14.04,Windows

Precondition: Enable the 'Material Design history' flag from chrome://flags

What steps will reproduce the problem?
(1)Launch chrome -> Go to chrome://history page
(2))Now press F12 to open DevTools -> Drag the Devtools window to extreme L.H.S 
(3)Now click on More actions Icon and observe Focus (Please refer Video and screenshot)

Expected: Focus should be fully seen on 'More Actions' options on resizing DevTools 
Actual: Instead Focus is not fully seen on 'More Actions' options 

This is Regression Issue broken in M-54

Able to reproduce the issue on Mac 10.11.5 using chrome version 54.0.2800.0.

This issue is still seen on chrome latest M55-55.0.2880.0 by following steps mentioned in the original comment. 

tsergeant@ - Could you please take a look in to this issue if it's related to your change? If not please feel free to reassign to the concerned dev person for further triaging.

We recently changed how the menu works, and this now appears to be fixed. The text is still a little weird, but the window needs to the so thin that it isn't worth fixing
