Regression:Header section appears chopped after resizing the browser window in chrome://history page.

Issue description

Chrome Version: 53.0.2785.21 (Official Build) Revision 3ec5ccd4e93a73da783addab676596886de56d27-refs/branch-heads/2785@{#212} (32/64-bit)
OS:Windows(7,8,10),Linux(14.04 LTS)

Pre-condition: Enable Material Design history from chrome://flags.

Steps:
1.Launch chrome,press Ctrl+H.
2.Resize the browser window horizontally upward till header section so that scrollbar appears. 
3.Now scroll page via mouse wheel and observe.

Actual: Header section appears chopped after resizing the browser window. 
Expected: Header section should be seen properly after resizing the browser window. 

This is a regression issue, broken in M-53 series, below is bisect info.

Good build:53.0.2774.2
Bad build: 53.0.2776.0

Narrow bisect:

Status: WontFix (was: Assigned)
Above issue is not reproducible on latest canary version i.e 55.0.2878.0,hence marking it as Won't Fix.
