Regression: [MD History] Weird overlapping of search icon is seen with 'History' text on toolbar.

Issue description

Chrome Version: 54.0.2800.0 (Official Build) 9274014049dc1cbfc0f8aaadcd86c321cb2fae72-refs/heads/master@{#406166} 32/64-bit.
OS: Windows(7,8,10), Mac (10.10.5)(10.11.4), Linux(Ubuntu 14.04 LTS).

Precondition: Enable the 'Material Design history' flag from chrome://flags.

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://history page.
2. Zoom in the 'History' page to 110% and open 'DevTools' window.
3. Resize the DevTools to its extreme left and observe the search icon.

Search icon overlaps with 'History' text on toolbar.
Search icon should not overlap with 'History' text toolbar.

This is a regression issue, broken in M-54 series, below is bisect info.

Good build: 54.0.2797.0 
Bad build: 54.0.2799.0

Re-tested the issue on latest Canary chrome version 55.0.2878.0 (Official Build). It's still reproducible.
Status: WontFix (was: Assigned)
This is a minor issue which is only visible in very thin windows (<200px). It would also be quite difficult for us to fix.

Marking as WontFix, as I don't think it would be worth the engineering effort.
