Issue descriptionVersion: 53.0.2785.21 OS: Ubuntu 14.04,Windows What steps will reproduce the problem? (1)Launch chrome -> Go to chrome://version page (2)Now press F12 to open DevTools -> Enable 'Toogle device toolbar' option (3)Now drag the Emulated view such that width is 108 and Height is 591 and try to drag vertical scrollbar to the bottom of the page and observe (Please refer Video) Expected: Unwanted space should not be seen on dragging Emulated view Actual: Instead Unwanted space is seen Note: 1.Same Issue is seen on chrome://history,chrome://md-settings page 2.Unable to do Tool bisect as chromium builds are not invoking So providing Manual bisect information This is Regression issue Broken in M-49 Manual good and Bad Builds: Good Build: 48.0.2564.8 Bad Build: 49.0.2567.0 Below is the MANUAL CHANGELOG URL: https://chromium.googlesource.com/chromium/src/+log/48.0.2564.0..49.0.2567.0?pretty=fuller&n=10000 Suspecting https://codereview.chromium.org/1450183003 from Manual Changelog @pfeldman: Please feel free to re-assign if its not related to your change

Able to reproduce the issue on Mac 10.11.5 using chrome version 53.0.2785.21
