Regression: Focus traversal is incomplete MD Settings dialogs

OS: Ubuntu 14.04, Windows

What steps will reproduce the problem?
(1)Launch chrome>>Navigate to chrome://md-settings/advanced page>> Click on clear browsing data button in privacy section
(2)Now hit tab key in clear browsing data overlay and Observe for focus on 'X' icon and 'clear following items from' drop down.

Expected output: Focus should traverse to 'X' icon and 'clear following items from' drop down and then to cancel,clear browsing data buttons at bottom
Actual: Instead focus is not traversing to 'X' icon and 'clear following items from' drop down (Directly focus is seen on cancel button at the bottom upon hitting tab key)

This is Regression issue broken in M-53.

Able to reproduce the issue on Mac 10.11.5 using chrome version 53.0.2785.21

Summary: Regression: Focus traversal is incomplete MD Settings dialogs (was: Regression: Focus traversal is not as expected in clear browsing data overlay of chrome://md-settings.)
Weird: clicking one of the other items (e.g. the (X) or a checkbox) lets you tab through all items, but once the tab focus gets to Cancel in the bottom section, tabbing is stuck within the bottom section (Cancel, Clear Browsing Data, and links if signed in)

For most other (less complicated) dialogs, tabbing still doesn't get to the (X).

Shift+Tab will go to the dialog's (X) and beyond, back through items underneath the scrim that should not be clickable but can be tapped with the Enter key.
