Regression: Header area is not seen properly on 500% zoom in chrome://history

Issue descriptionChrome Version: 53.0.2785.21 (Official Build) 3ec5ccd4e93a73da783addab676596886de56d27-refs/branch-heads/2785@{#212} (32/64-bit) OS: Windows (7,8,8.1,10), Mac(10.10.5, 10.11.4), Linux (14.04 LTS). Steps: 1. Launch chrome, generate some history by navigating web pages and press Ctrl+H. 2. Click any check box of the history generated and zoom in to 500%. 3. Now drag the horizontal scroll bar towards RHS. Observe. Actual: Header area is not seen properly after dragging the scroll bar towards RHS. Expected: Header area should be seen properly after dragging the scroll bar towards RHS. This is a regression issue broken in 'M-53' and will soon update other info.
