Regression: [Md Settings] Unable to keep focus on 'Advanced' button using keyboard shortcuts.

Chrome Version: 54.0.2800.0 (Official Build) 9274014049dc1cbfc0f8aaadcd86c321cb2fae72-refs/heads/master@{#406166} 32/64-bit.
OS: Windows (7,8,8.1,10), Mac(10.10.5, 10.11.4), Linux (14.04 LTS).

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://md-settings page.
2. Press 'Tab' key from keyboard till focus reaches to 'On startup' section.
3. Now, again press 'Tab' key from keyboard and observe the focus.

Focus doesn't traverse through 'Advanced' button.
Focus should traverse through 'Advanced' button.

This is a regression issue, broken in M-53 series, below is bisect info.

Good build: 53.0.2761.0
Bad build: 53.0.2763.0

Correction:

Chrome Version: 53.0.2785.21 (Official Build) Revision 3ec5ccd4e93a73da783addab676596886de56d27-refs/branch-heads/2785@{#212} (32/64-bit).

Note: This issue is also reproducible on latest Canary  54.0.2800.0 (Official Build).
