Regression: [Md Settings] Unable to keep focus on 'Advanced' button using keyboard shortcuts.

Issue descriptionChrome Version: 54.0.2800.0 (Official Build) 9274014049dc1cbfc0f8aaadcd86c321cb2fae72-refs/heads/master@{#406166} 32/64-bit. OS: Windows (7,8,8.1,10), Mac(10.10.5, 10.11.4), Linux (14.04 LTS). What steps will reproduce the problem? 1. Launch chrome and navigate to chrome://md-settings page. 2. Press 'Tab' key from keyboard till focus reaches to 'On startup' section. 3. Now, again press 'Tab' key from keyboard and observe the focus. Focus doesn't traverse through 'Advanced' button. Focus should traverse through 'Advanced' button. This is a regression issue, broken in M-53 series, below is bisect info.
