Font size of the content in overlay does not change to 'Very small' in chrome://md-settings.

Chrome Version: 53.0.2785.21 (Official Build) Revision 3ec5ccd4e93a73da783addab676596886de56d27-refs/branch-heads/2785@{#212} 32/64-bit.
OS: Windows (7,8,8.1,10), Linux(14.04 LTS) and Mac(10.10.5, 10.11.4)

Steps:
1. Launch chrome and navigate to chrome://md-settings
2. Change the Font size to 'Very Small', click on 'Advanced'.
3. Scroll down and click on 'Reset', observe the font size in the content of the overlay.

Actual: Font size of the content in overlay does not change to 'Very small'.

Expected: Font size should change to 'Very small'.

This is a non-regression issue seen from M-51.

Note: Same works fine in chrome://settings page.

Able to reproduce the issue on Windows, Mac and Linux. Changing the status to Untriaged so that the issue would get addressed.

This is most likely happening on all dialogs. We do set the font-size using a percentage, at [1] but it seems that somehow the inherited value is not correct.
