What steps will reproduce the problem?
1) Launch chrome and navigate to chrome://settings/autofillEditAddress
2) Now zoom out the page to 75% and hover the mouse pointer to close button og 'Add an Address' overlay,observe

Actual : Close button appears to be chopped after page is zoom out to 75 %
Expected : Close button should be seen properly after page is zoom out to 75 %

This is a regression issue broken in 'M-54' and below is the manual regression and Narrow bisect info:
Good build : 53.0.2785.21
Bad build : 54.0.2787.0
