Chrome should be able to access file:// urls when accessing localhost

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.106 Safari/537.36

Example URL:
Put a web server on your computer that references a file:// url, then browse to localhost:{server port}

Steps to reproduce the problem:
1. Make a webserver on you local computer
2. Browse to it
3. Observe the errors in the console

What is the expected behavior?
I am not sure, up for suggestions.

What went wrong?
Unable to load file:// urls from a server on localhost or 127.0.0.1

Did this work before? No 

Chrome version: 51.0.2704.106  Channel: stable
OS Version: Kubuntu 15.04
Flash Version: Shockwave Flash 22.0 r0

I don't think this is something we're interested in adding to our security model.
Yes, maybe a check or flag that is a bit of a waste, so maybe in a long time!
