"Request desktop site" is not inherited to new tabs / is not sticky to the domain

Issue description

Steps to reproduce the problem:
1. Browse to a site
2. Click 'Request desktop site'
3. The setting is not being preserved across tabs or later visits to the same site. 

What is the expected behavior?
The setting should be preserved across tabs or later visits to the same site.

What went wrong?
The setting is not being preserved across tabs or later visits to the same site. 

Unfortunately this is repeating an already existing issue (https://bugs.chromium.org/p/chromium/issues/detail?id=146127) that has had several others merged into it.
I can't comment on the canonical one as it's locked for further comments, yet its status is 'Assigned' and the last activity there was November 2015.

99.9% of the time a user elaborately clicks 'Request desktop site' there is a very good reason for it and a very high likelihood that they will want this setting ON for future visits to the same site or new tabs being opened off of the current Desktop version of a page, yet this is not happening, The issue have been requested for years, is easy to implement (I believe) and no opposition to this request has been seen.

Did this work before? No

I can see the use case for this request.

But there are some questions we need to answer first. e.g. what about the existing tab opened for this domain?

Do you refer to existing tab(s) open on the same site? I guess they won't be touched. It will only affect tabs opened from the moment of ticking 'Request desktop site' onwards.

Yes, we're tracking this on our list of tasks for Chrome frontend. We'll keep you updated as we think about the best way of moving forward.
