Respect Do-Not-Disturb mode in Mac when showing notifications

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_5) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.106 Safari/537.36

Steps to reproduce the problem:
1. Enable Do-Not-Disturb mode in Mac
2. Extensions are still allowed to show notifications

What is the expected behavior?
I do not expect to see any notifications when the Do not disturb mode is enabled

What went wrong?
Previously, Chrome had a icon which let you manage notifications easily which was recently removed(http://blog.chromium.org/2015/10/streamlining-notifications-on-desktop.html)..now it is buried deep inside settings to disable notifications when I am in a meeting, etc. 

It should respect the Do not disturb settings in Mac. In the ideal case, Chrome could use the Mac notification system to show alerts which would solve the problem too.
