Issue descriptionVersion: r54 - Building chromium on Ubuntu OS: Chrome Cannot launch crosh (ctrl-alt-t) when building Chromium from source on Ubuntu w/ gn gen out/Default --args='target_os="chromeos"' argument. Instructions: https://chromium.googlesource.com/chromium/src/+/master/docs/chromeos_build_instructions.md What steps will reproduce the problem? (1) Build Chromium on Ubuntu (2) Launch Chrome: sudo ./chrome --user-data-dir=/tmp/chrome --login-user='[user]' --login-profile=user --withdev (3) launch crosh shell w/ ctrl-alt-t What is the expected output? Crosh (crosh_builtin) should launch in a new chrome tab What do you see instead? URL in new tab contains correct resource (chrome-extension://nkoccljplnhpfnfiajclkommnmllphnl/html/crosh.html) but there is an error on the page "Your file was not found, it may have been removed or deleted. ERR_FILE_NOT_FOUND" Did I miss an argument in the build process or is this WAI? Image attached.

I thought crosh would be included if I added the argument '--args='target_os="chromeos"' along w/ the build... guess not. Thanks!
