Scroll anchoring breaks dev tools source viewer

Tested with trunk build on Linux. Open dev tools, sources tab, open a large enough js source file.

Try to scroll up or down using the mouse wheel. Scroll anchoring makes evident incorrect adjustments.

I don't think the root cause here is related to  issue 624534 /
