What steps will reproduce the problem?
(1) Sign-in to ChromeOS.
(2) Do something to cause a notification, so that the tray area notification icon shows up, with a notification count.
(3) Lock the device.
(4) Click the notification icon on the lock screen.

What is the expected output?

Expect that clicking prompts the user to un-lock the device to see notifications.

What do you see instead?

Device crashes; display goes blank and it then shows the sign-in screen again.

There does not seem to be a crash Id under chrome://crashes, though, and when you sign-in again, it immediately restores the session, rather than prompting whether you want to Restore, suggesting that there was no crash.

(3) Lock the device.
(4) Click the notification icon on the lock screen.
