Better title for "update available, restart" dialog

Alex noted that the dialog title today is the product name (see https://docs.google.com/presentation/d/1UhaA_YtZ6lOqkSXyJyqnLm3sUlMGfBvwsMf0OsB_Cao/edit#slide=id.g1540d6e500_7_5 ).  It should be better.  One possibility is "Relaunch $PRODUCT_NAME".

->Alex to think of the right title, at which point this can be reassigned to an engineer to implement (just tweak https://cs.chromium.org/chromium/src/chrome/browser/ui/views/update_recommended_message_box.cc?l=71 ).

"Relaunch $PRODUCT_NAME" works for me since it creates nice title-to-button consistency. 

cleer@ does that work for you?
